In a dystopian future version of 1988, in the midst of a complete war against an alliance of China and the Soviet Union, the government of the United States has transformed Manhattan into a massive maximum-security jail in order to deal with a 400% increase in the number of reported crimes. The island is enclosed by a wall that is 50 feet (15 metres) tall, the bridges have been mined, helicopters are used to patrol the waterways, and all of the inmates have been given life sentences.

In 1997, as President John Harker was being transported on Air Force One to a peace summit in Hartford, the plane was taken over by a member of the “National Liberation Front of America” who was pretending to be a stewardess. The group was named in homage to the Viet Cong. As they are unable to retake control, Secret Service personnel bind the President to a briefcase containing critical documents and attach a tracking device to the President’s arm. They then place the President in the emergency escape pod of the jet. The aircraft goes down, but not before the pod has been ejected.
