Horton Hears a Who!

Horton the Elephant, the oddball nature instructor of the Jungle of Nool, overhears a teeny-tiny whimper emanating from a free-floating dust particle. He gives chase to the speck because he is convinced that an entire community of microscopic animals is hiding on top of it. After he captures it, he places it on top of a flower. Horton discovers that the speck is home to the city of Whoville as well as its people, the Whos. The Whos are commanded by Mayor Ned McDodd, whose family consists of his wife Sally, 96 daughters whose names all begin with the letter H, and one adolescent son named JoJo. Jojo is the oldest child and the next in line for the job of mayor, but he does not want to be the next mayor, and he does not talk because he is so afraid of upsetting his father.

Despite being the oldest child and the next in line for the position, JoJo does not want to be the mayor. Once Horton starts transporting the speck around with him, the city begins to experience strange phenomena (earthquakes and changes in the weather), and the Mayor of Whoville finds that his attempts to caution the citizens of Whoville are met with resistance from the Town Council, led by the opportunistic yet condescending Chairman.
