In 1996, Gary Webb, a reporter for the San Jose Mercury News, conducted an interview with Ronny Quail, a drug dealer who was upset that the government had utilised civil asset forfeiture to hold his property even after he was acquitted of the charges against him. After publishing his subsequent article about the abuses of asset forfeiture, Webb begins to receive phone calls from a woman who introduces herself as Coral.

He agrees to meet with her when she tells him that she has records that indicate the government-funded cocaine sales in the United States. Coral hands over to Webb a transcript of the grand jury testimony that was inadvertently given to her boyfriend, an accused drug dealer, during the discovery process. This testimony is generally kept confidential.
