Two detectives are having a difficult time solving the case of many young ladies being found raped and murdered in a small province in South Korea in the year 1986. The perpetrator’s identity is unknown. In 1986, a second young and attractive woman is discovered dead in the province of Gyunggi in South Korea. She had been raped, tied, and gagged with her underpants, and her throat had been cut.

The ruthless and incompetent local cops Park Doo-Man and Cho Yong-Koo investigate the murder by torturing the suspects and using other harsh methods, but their efforts yield no useful information and are ultimately fruitless. In order to assist with the investigations, Detective Seo Tae-Yoon from Seoul, who is convinced that a serial murderer is responsible for the deaths of the ladies, travels to the country. When a third woman is discovered murdered using the same “modus operandi,” the detectives obtain leads on the person who committed the murders.
