The exterior is a wasteland that is referred to as the Ghostland. It is populated by people who have been cast out of society and are victims of the radioactive atmosphere. Hero, a criminal, was locked up in prison in the aftermath of a botched bank robbery that his sidekick Psycho committed, during which Psycho savagely murdered numerous innocent onlookers. This occurred just before the catastrophe. In later episodes, it is revealed that Psycho was a passenger on the prison transport that was involved in the accident with the garbage truck, which resulted in the catastrophe.

One evening, Bernice, one of the “granddaughters,” departs from the Governor’s residence with her friends Stella and Nanci, only to end herself stuck in the Ghostland. Stella and Nanci were also one of the “granddaughters.” Hero is given permission by the Governor to retrieve Bernice from the Ghostland. The Governor also provides Hero with a bodysuit that contains explosive charges that are programmed to go off in the event that Hero mistreats Bernice in any way, if the suit is tampered with, or if Bernice is not rescued within five days. When Hero is leaving, he makes a gesture of defiance against the Governor that impresses Yasujiro, the samurai bodyguard for the Governor, whose sister is one of the Governor’s “granddaughters.” Hero’s act of defiance is a farewell gesture of defiance against the Governor.
