During a raid on a Sonora Cartel safe house in Chandler, Arizona, led by FBI Special Agents Kate Macer and Reggie Wayne, the authorities found hundreds of decomposing bodies concealed within the walls of the building. Two law enforcement policemen were killed when an explosive booby trap went off outside.

After the operation, Kate is suggested for and eventually becomes a member of a Joint Task Force that is supervised by CIA agent Matt Graver and the mysterious Alejandro Gillick. Their objective is to capture the Sonora lieutenant Manuel Dáz.
