Susan Cooper is a single CIA employee in her forties who works at a desk and provides assistance to her partner, Bradley Fine, who is a field agent, when he is on a mission. Tihomir Boyanov, a weapons trader, is killed by mistake by Fine, but Fine is unable to obtain the location of a suitcase nuclear weapon from Boyanov.

After Susan finds proof that Rayna, Boyanov’s daughter, has been in communication with terrorist middle man Sergio De Luca, Fine decides to infiltrate her home. Susan’s discovery led to this decision. While Susan watches helplessly online, she kills him with a shot to the head. She then indicates that she is familiar with the identities of the most senior agents at the agency, such as Rick Ford and Karen Walker. Susan, who was formerly a leading trainee agent but is now unidentified, offers to track her down. The ultra-macho Ford walks off in disgust when her supervisor, Elaine Crocker, finally gives in and agrees to her request.

Susan travels to Paris with her best friend Nancy acting as her point person for remote intelligence gathering. Ford appears and tells her that due to her lack of experience, she would be unsuccessful. She learns that De Luca’s office has been destroyed by fire, but she comes across a photograph of a man who appears to be standing next to the blaze. Ford makes his appearance, continues their argument from earlier, and then departs.

She witnesses the man from the photo exchanging the rucksack that Ford is carrying with one that contains a bomb. During a concert by Verka Serduchka, Susan manages to alert Ford in time, and she then chases the man, ultimately leading to the fight that results in his unintentional death. She discovers evidence, on his body, that demonstrates De Luca will travel to Rome.
