Al Capone, an infamous gangland kingpin, is a supplier of illegal whiskey in the year 1930, while Prohibition was in effect. He also has practically complete control over the city of Chicago. Eliot Ness, an agent for the Bureau of Prohibition, has been tasked with putting a stop to Capone’s activities; however, his first effort at a booze raid fails due to dishonest policemen tipping off Capone about the operation. After that, he meets veteran Irish-American officer Jimmy Malone, who is opposed to the widespread corruption and offers to help Eliot Ness.
