In the year 1863, in Gainesville, Georgia, a time traveler armed with modern machine pistols equipped with laser dots murders members of the Confederate States Army and steals the gold they are transporting.

In the year 1994, the Justice Department delegated George Spota to go before the Senate Appropriations Committee to seek clearance for a top-secret project. This project was the creation of the Time Enforcement Commission (TEC), which was intended to combat the emerging danger posed by time travel. Spota is able to persuade them that alterations to the past are already taking place, as demonstrated by the fact that stolen Confederate bullion is being used to pay for arms trafficking shipments.

Senator Aaron McComb offers his services as chair of the oversight committee, and Eugene Matuzak is put forward for nomination as the first commissioner of the TEC. Officer Max Walker from the DC Metro Police Department is thinking about applying for a job with the TEC. As they were leaving their house, he and his wife Melissa were attacked by people who remained anonymous. Walker is presumed dead after the explosion at the residence, which also claims the life of Melissa.
