Middle school student Kai Ashimoto (, Ashimoto Kai) is a gloomy and solitary young man who lives in Hinashi Town (, Hinashi-ch) with his grandfather, who works as an umbrella maker, and his father. Kai’s father is also an umbrella maker. His close pals Kunio () and Yho () were the driving forces behind the formation of his rock band, SEIRN.

One day, Kai ventures to Merfolk Island, also known as Ningyojima, and there he meets Lu, also known as R. Lu is a ningyo girl. The rhythm of the music triggers the transformation of her fish fin into a pair of human legs. The pair quickly become friends, and Kai offers to show Lu about the city during their time together. Kai finds out that Lu must avoid coming into contact with sunlight at all costs or she will ignite into flames. He also discovered that Lu has a father and that a ship had taken the life of her mother.

Lu is first introduced to Yuho and Kuino by Kai. Lu’s passion for music and its ability to evoke emotion inspires the citizens of the town to get up and dance after Kai inadvertently reveals the merfolk’s hidden identity to them. Videos of Lu end up going viral despite Kai’s self-centeredness, which leads to her becoming a famous person. Yho’s grandfather decides to revive an ancient amusement park with a merfolk-themed theme on an island close to the town after being inspired by her rising popularity. The band starts to lose Kai’s interest, and he starts to ignore Lu as a result. The opening of the park is performed by SEIRN, but Yho leaves in a huff after Lu interrupts their performance and takes the spotlight.
